ภารกิจหน่วยงาน
บริหารงานด้านพัสดุ จัดซื้อ จัดหา ควบคุม และจำหน่ายพัสดุ ทั้งเงินงบประมาณแผ่นดิน และงบประมาณเงินรายได้คณะ และงบประมาณที่ได้รับการสนับสนุนจากหน่วยงานและองค์กรอื่นๆ มุ่งเน้นการปฏิบัติงานที่มีประสิทธิภาพและประสิทธิผล เพื่อให้เกิดความพึงพอใจสูงสุดแก่ผู้รับบริการ พร้อมทั้งมีบุคลากรและระบบ การกลั่นกรอง ตรวจสอบ เสนอข้อคิดเห็น ข้อเสนอแนะและให้คำปรึกษาเกี่ยวกับระเบียบและวิธีปฏิบัติ ที่เกี่ยวข้อง ให้กับหน่วยงานภายในคณะ และหน่วยงานภายนอก พร้อมให้ข้อมูลด้านพัสดุ เพื่อการวิเคราะห์ข้อมูลต่างๆ ประกอบการตัดสินใจ อันจะก่อให้เกิดประโยชน์สูงสุดในการบริหารงานต่อภาพรวมของคณะ การจัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ เพื่อก่อให้เกิดประโยชน์สูงสุดแก่หน่วยงานของรัฐ และต้องสอดคล้องกับหลักการดังนี้
- คุ้มค่า หมายถึง พัสดุต้องมีคุณภาพหรือคุณลักษณะที่ตอบสนองวัตถุประสงค์ในการ ใช้งาน ราคาเหมาะสม และมีแผนการบริหารพัสดุที่เหมาะสมและชัดเจน
- โปร่งใส หมายถึง ต้องกระท าโดยเปิดเผย เปิดโอกาสให้มีการแข่งขันอย่าง เป็นธรรม มีการปฏิบัติต่อผู้ประกอบการโดยเท่าเทียมกัน มีระยะเวลาที่เหมาะสมและเพียงพอต่อการยื่นข้อเสนอ มีหลักฐานการด าเนินงานชัดเจน และ มีการเปิดเผยข้อมูลจัดซื้อจัดจ้าง และการบริหารพัสดุ ในทุกขั้นตอน
- มีประสิทธิภาพและประสิทธิผล หมายถึง ต้องมีการวางแผนการจัดซื้อจัดจ้างและการ บริหารพัสดุเป็นไปอย่างต่อเนื่อง ล่วงหน้า กำหนดเวลาที่เหมาะสมโดยมีการประเมินและเปิดเผยผลสัมฤทธิ์ของการจัดซื้อจัดจ้างและการบริหารพัสดุ
- ตรวจสอบได้หมายถึง มีการจัดเก็บข้อมูลการจัดซื้อจัดจ้างและการบริหารพัสดุอย่าง เป็นระบบเพื่อประโยชน์ในการตรวจสอบ
